News breaking tonight after the Superbowl is that the US Military had access, permission by the President to cross borders into Syria, Iran and across borders in Iraq to not only pursue Saddam's loaylists and staff, but also terrorists. This story is now developing. My experience in Iraq had led me to understand this more in depth. This was very common.

To me, it seems simple. Inform the people in charge that you are going to pursue and they call the country and let them know. If not, then i do understand another principle. Covert Operations. The CIA operates in Secret. So you cross the border and pursue them with officers you have undercover and you use the money and assets you have in place already to hunt them down. No one in the US can argue this because how many governments outside of the United States currently have spies and moles implanted within our government. I am sure it is a lot. Its war and terrorism, a simple border would not stop me if i was a president tracking down suspects and terrorists.
